The story is this:
Six years ago, aliens resembling demons suddenly appeared all over the world. The "demons" were almost unstoppable, as only a powerful electric charge can kill them. They quickly overran the world, and today, only a few outposts remain.
City 7(name tentative) is one of these outposts. In the middle of the Atlantic Ocean, it is protected from many of the demon species by the water surrounding it, and finally by a special outer ring of "taser turrets" that can provide the electric charge necessary to destroy the majority of the demons who do find their way into the ocean.
It is run by the authoritarian and eccentric but charismatic Mayor Zellon(name also tentative--actually, you know what? All names are tentative, because I often suck at naming), who seemed to come out of nowhere in the early stages of the demon attack and, as the "miracle worker", managed to pull together the work required to build this massive undertaking.
The story starts with a police officer(who doesn't even have a tentative name yet), who is dispatched to deal with some demons that found their way into the city. He is eventually cornered by three demons, and blacks out. When he wakes up he finds that he has been hailed as a hero by the city for defeating the invasion. Mayor Zellon even gives him the keys to the town.
But then he is shown security footage of what actually happened. The blackout was some sort of transition--he had temporarily changed into what looks like a demon form himself, rampaged against the invaders, and changed back. This is dangerous, especially since the strange genetic makeup of the demons suggests to many City 7 scientists that the demons reproduced by combining some "original" demon form that resembles a parasite to the native sentient species of the planets the demons invade. But vivisecting or killing a city hero just because he might be a demon is a bit harsh, even for Zellon. Instead, she wants to figure out if he can access this apparent new demon power and perhaps even harness it himself.
